Privacy Policy

Progressive Solutions, Inc. ("PSI") has built and supported revenue and licensing software for California and Pacific Northwest public agencies since 1979. This policy explains what information we collect through this website, what we do with information held in the portals we operate for our municipal clients, and the choices available to you.
Scope of this policy
This policy covers www.progressivesolutions.com. Where PSI hosts a licensing, permitting, billing or payment portal for a city, county or district, that portal is operated on behalf of the agency and is governed by the agency’s own privacy notice together with our agreement with the agency. The section below on portals we operate for client agencies explains our role.
Information we collect on this website
- Information you choose to send us. The demo request and contact forms on this site do not transmit data to our web server. They open a message in your own email program that is addressed to us. We receive whatever you choose to send, which is typically your name, agency, title, telephone number, email address and your message.
- Web server logs. Our web server records the IP address, date and time, page requested, HTTP status and browser user agent for each request. These logs are used for security monitoring, troubleshooting and capacity planning.
Cookies and tracking
This website sets no cookies. We use no advertising networks, no analytics services, no session replay and no cross site tracking pixels. There is no consent banner because there is no tracking to consent to.
The site loads its typeface from Google Fonts. That request tells Google the IP address of your browser. No other third party receives information about your visit.
Do Not Track
Because this site performs no tracking, Do Not Track and Global Privacy Control signals have no additional effect here. We honor them by design.
Portals we operate for client agencies
When a resident or business renews a license, pays a bill or files an application in a portal that PSI hosts, the resulting records belong to the public agency. The agency decides what is collected, how long it is kept and who may see it. PSI acts as the agency’s service provider and processes that data only to deliver and support the service under our contract, or as the law requires. We do not sell it, rent it, share it for cross context behavioral advertising, or use it to build profiles or to train models.
If you want to know what a specific agency holds about you, or you want it corrected or deleted, contact that agency. Records held by an agency are also subject to the California Public Records Act or the equivalent law in that state, which the agency administers, not PSI. If you contact us first, we will route your request to the right agency and tell you that we have done so.
Payment card information
Card payments are processed by PCI DSS validated payment providers. Card details are entered directly with the processor. PSI does not store full card numbers, magnetic stripe data or card verification values on its systems.
How we use information
- To answer your enquiry and to provide sales, implementation and support services.
- To operate, secure, troubleshoot and improve our software and hosted environments.
- To meet our obligations under our agreements with client agencies and under applicable law.
We do not sell personal information, and we do not share it for cross context behavioral advertising, as those terms are defined by the California Consumer Privacy Act. We have not done so in the preceding twelve months.
Service providers we rely on
We use a small number of vendors to run our business and our hosted services. Each is bound by contract to use the information only to provide its service to us:
- Amazon Web Services and Microsoft Azure, for hosting and storage in United States regions.
- Zendesk, for support ticketing and correspondence.
- Microsoft 365, for email and office productivity.
- Payment processors engaged by the client agency, for card and electronic check processing.
Data location and transfers
Client data hosted by PSI is stored in data centers in the United States. Our software is written and maintained in the United States. We do not offshore development or support.
Retention
Enquiries and support correspondence are retained while the relationship is active and afterward as needed for our records. Web server logs are retained for a limited period for security and troubleshooting. Data inside a client agency portal is retained for the period stated in our agreement with the agency and in accordance with that agency’s records retention schedule, then deleted or returned at the agency’s direction.
How we protect information
PSI maintains administrative, technical and physical safeguards appropriate to the sensitivity of the data it handles, including encrypted transport, restricted and individually identified administrative access, network controls and monitored backups. Your California privacy rights
If you are a California resident, the California Consumer Privacy Act as amended by the California Privacy Rights Act gives you the right to:
- Know the categories and specific pieces of personal information we have collected about you, the sources, the purpose, and the categories of third parties to whom it was disclosed.
- Request correction of inaccurate personal information.
- Request deletion of personal information we hold about you, subject to legal exceptions.
- Opt out of the sale or sharing of personal information. PSI does not sell or share personal information, so there is nothing to opt out of.
- Limit the use of sensitive personal information. PSI does not use sensitive personal information for any purpose beyond providing its services.
- Not be discriminated against for exercising any of these rights.
To exercise a right, write to PSI at P.O. Box 783, Brea, CA 92822, telephone 714-671-1597, or email support@progressivesolutions.com with "Privacy request" in the subject line. We will acknowledge within ten business days and respond within forty five calendar days, and may extend once where the law allows. We will ask for enough information to verify your identity before acting, and we will use that information only for verification. An authorized agent may submit a request on your behalf with your written permission.
Requests that concern records held inside a client agency portal are directed to that agency, which is the business responsible for those records.
Residents of other states
Where Washington, Oregon, Colorado, Virginia or another state grants comparable rights of access, correction, deletion or appeal, we extend the same process described above to residents of those states.
Children
This website is directed to public agency staff and is not intended for children under 13. We do not knowingly collect personal information from children through this site. Where a client agency portal accepts an application relating to a minor, that information is collected by and for the agency under its own authority.
Security incidents
If PSI becomes aware of a breach of the security of a system it operates that affects personal information, it will notify the affected client agency without unreasonable delay so that the agency can meet its notification duties under California Civil Code sections 1798.29 and 1798.82 or the equivalent law of its state, and it will cooperate in the investigation and in any required notice.
Accessibility
PSI designs its public facing applications to meet the Web Content Accessibility Guidelines version 2.1 at Level AA. If you encounter a barrier on this site or in a portal we operate, tell us at support@progressivesolutions.com and we will work with you and with the agency to provide the information in another format.
Changes to this policy
We post revisions to this page with a new effective date. Material changes affecting client agencies are also communicated directly to the agency.
